I am directed by Secretary Sir E. Grey to

acknowledge the receipt of your letter No. 46078/1914
of the 1st instant concerning a German subject who
desires to proceed to Shameen via Hong-Kong.
The case as reported does not appear to this
Department to be quite analogous to that of the two
missionaries, which formed the subject of your
FO
letter No. 44028/1914 of the 12th ultimo where the
persons in question desired to proceed to a vulnerable
point on the Canton-Kowloon Railway, and the Secretary
of State shares the view of the Governor of Hong-Kong
and of His Majesty's Consul General at Canton in
regarding this as an "approved" case contemplated in
